UAE and Russia sign agreement on elimination of double taxation

Finance ministers of both countries confirm readiness to continue coordination within BRICS

On 17 February, the United Arab Emirates and Russia signed an Intergovernmental Agreement on the Elimination of Double Taxation on income and capital taxes, as well as on the prevention of tax evasion and avoidance. This was reported by the
press centre of the Russian Ministry of Finance.

The agreement was signed during the first Russia-UAE Financial Dialogue at the ministerial level. At the meeting, Russian Minister of Finance Anton Siluanov noted that the teams from both countries’ financial departments had done significant work to consider the interests of both sides and establish conditions for mutual investment attraction and the elimination of double taxation for legal entities and individuals. According to him, the agreement will contribute to the growth of trade and reciprocal investments.

It is expected that once ratified by both sides, the document will come into effect on 1 January 2026.

Siluanov also emphasised that Russia and the UAE share common views on financial policy. Additionally, he discussed with his Emirati counterpart, Mohamed bin Hadi Al Hussaini, the implementation of artificial intelligence in budgetary processes.

“The UAE-Russia partnership serves as a model for sustainable economic cooperation. We seek to strengthen mutual investments and financial cooperation by ensuring the continuous development of modern budgetary mechanisms, stimulating public-private partnerships, and promoting tax cooperation,” said UAE Minister of Finance.

The ministers confirmed their readiness to continue coordination within multilateral platforms, including BRICS and international development banks. It was noted that the next Financial Dialogue meeting will take place in Russia in 2026.

Earlier, in Abu Dhabi, Russian First Deputy Prime Minister Denis Manturov met with UAE President Mohamed bin Zayed Al Nahyan. They discussed trade, economic, cultural, and humanitarian ties between the two nations.
